As workloads move from on-premise locations to a Hyperscale or Multi-Tenant Data Center (MTDC)/colocation environments, who manages the network design specification may change.  While a majority of the time it is the tenant that determines the specification, at times the MTDC takes on that role while system integrators and contractors can influence these decisions in all cases.
